Subject: Unauthorized Access to Bureau Archives
Attention: Clearance Level A staff,
On July 17th, 1998, sometime between 9:32 AM and 10:05 AM, an unknown party gained unauthorized access to the Bureau’s archives office and database. The individual(s) involved appear to have specifically targeted incident reports from the past several years.
Upon further investigation, it was determined that several of these documents, containing need-to-know classified intel, were copied and subsequently destroyed.
One common thread among these documents seems to be their connection to incidents involving third parties, specifically █████, which the Bureau has elevated to a Class II threat. Notably, many of these incidents pertain to ████████ where third-party interference had been recorded, suggesting a broader interest in █████ activities and █████ events.
Additionally, several reports linked to Converged Objects (COs) have been compromised, specifically those outlining containment protocols and anomalous behaviors associated with these objects.
The targeted reports predominantly involve COs with a high-risk classification, which implies an intent to gain detailed knowledge on the Bureau's containment methodologies and vulnerabilities regarding ██████. A follow-up memorandum will address these COs specifically and advise Containment personnel to take appropriate precautions and additional protocols.
At this time, it is inconclusive whether the breach was perpetrated exclusively by someone within the Bureau, or if they were acting in collaboration with external parties. The fact that Classified ███ and CO files were involved suggests a coordinated effort with a concerning level of insider knowledge.
This breach has put multiple operations at risk, including ongoing investigations linked to █████ manifestation zones and the neutralization of Class III entities.
Please be advised: anyone with information regarding this breach is to report to the Director’s Office immediately. Those found to be withholding information will be charged with collusion and placed on unpaid leave, effective immediately.
Action Required:
Below is a list of field agents who are required to report to the Archiving Division to verify information on record for incidents and investigations that may have been altered or compromised during the breach. The focus is on incidents linked to █████ involving ███████'s activities and any compromised CO containment procedures:
Agent Patrick Leary: In regard to Incident #0298-LOC, involving energy resonance at the LoP in Westville, MI triangulated to the vicinity of Prince Milling Co. and the unauthorized activation of CO-451.
Agents Kelly Brookes and Greg Johnston: In regard to Incident #0314-CO, involving the astral convergence and subsequent possession event related to CO-782 ("The Whispering Locket"). The incident coincided with interference from suspected ███████ operatives.
Special Agent Lochlear and Agent Sarah Reeves: In regard to Incident #0451-LOC, involving the ley line surge at Site ██ and related CO interactions that resulted in partial convergence of a Class III entity.
All agents listed must report to Archiving no later than July 20th, 1998, for a comprehensive review of their incident involvement and verification of the integrity of report details.
Please treat this situation with the utmost seriousness and discretion. The Director will be overseeing the investigation personally, as the potential for further breaches involving LoP and CO intel must be mitigated immediately.

Note:
All Clearance Level A personnel are reminded to re-secure terminals after use and to double-lock any documents involving LoP, CO, or Class III incursions. Internal security measures will be heightened until further notice, and new documents are to be created following physical copying and filing protocols until further notice.
